Stabilization of Country & Growth

In order to help to guide the longer term growth and development of the Nation, the Ambassador was a prime driver of the conceptualization and institutionalization of the National Economic and Social Council (NESC) to advise the President and Cabinet on the national development agenda. In conjunction with the work of NESC, Ambassador Muthaura was also instrumental in the conceptualization and institutionalization of the VISION 2030 blue print to transform the country into a medium income nation within the next 20 years.

In the face of the disputed elections in December 2007, the Ambassador is recognized to have played a central role in shepherding the country to the conclusion of the National Accord while ensuring the continued performance of the public service. The institutional framework built on the public sector reform initiatives are further credited with ensuring the country has been able to counter the double impact of the international financial crisis and the post-election instability to ensure the growth deceleration to 3.2% in 2008 has been reversed and has risen to 5% as at the end of 2010.
